Union County approves zoning ordinance for Hyperion

ELK POINT, S.D. — Flashing a smile, Joyce Bortscheller briefly hugged Hyperion Energy Center executive Preston Phillips as she greeted him in the backyard of her home here.
Bortscheller, president of the Elk Point City Council, had invited about 250 supporters to an outdoor barbecue Tuesday to await the returns for arguably the most important election in Union County’s history. The big crowd didn’t leave disappointed.
As midnight approached, they popped the champagne corks, celebrating a hard-fought victory that keeps alive the county’s chances of landing the nation’s first all-new oil refinery in 32 years.
By a solid 58 percent to 42 percent margin, county voters approved Hyperion’s request to rezone 3,292 acres of farm land for a new classification, Energy Center Planned Development.
“What happened tonight, we were not supposed to be able to do,” Phillips told a cheering audience. “Development projects like this are supposed to be outright rejected by residents and neighbors. But this project is a testament to our balancing the needs for growth and for protecting the environment.”

Iran threatens to sue Western nations
VIENNA, Austria - Iran is threatening to sue countries that it says have damaged its reputation and pushed to have U.N. Security Council involvement in its nuclear program.
It is also accusing the United States of pressuring the International Atomic Energy Agency to base its latest probe of Iran’s nuclear program on fake evidence suggesting Tehran has tried to make nuclear arms.
The comments were made Thursday to the 35-nation board of the IAEA by Ali Ashgar Soltanieh, Iran’s chief delegate to the agency.

Clinton to concede, loses grasp on No. 2
Sen. Hillary Rodham Clinton is conceding the Democratic presidential nomination to Sen. Barack Obama, as party leaders and strategists began to openly oppose the former first lady’s aggressive efforts to join the ticket.
“Senator Clinton will be hosting an event in Washington, D.C., to thank her supporters and express her support for Senator Obama and party unity,” the Clinton campaign said in a statement Wednesday night. The event is set for Saturday.
A series of other events Wednesday consolidated Mr. Obama’s power over the party as its de facto nominee - a continuing surge of superdelegate endorsements, statements by party elders that the race is over, and his naming of a vice-presidential team, which brought about the inevitable debate over Mrs. Clinton as a running mate.
Former President Jimmy Carter told a British newspaper that choosing the former first lady, who has refused to concede defeat, would be “the worst mistake that could be made.” He told the Guardian that since half of each Democrat’s supporters don’t like the other, Mr. Obama would run the risk of “the worst of both worlds.”
Sen. Hillary Rodham Clinton addresses a pro-Israel group on Wednesday in Washington. The Democratic presidential hopeful is expected to concede defeat to Mr. Obama later this week.
Pennsylvania Gov. Edward G. Rendell, a Clinton supporter, disputed the notion that Mrs. Clinton’s strong second-place finish gives her leverage on the all-but-certain nominee.
“There’s no bargaining. You don’t bargain with the presidential nominee. Even if you’re Hillary Clinton and you have 18 million votes, you don’t bargain,” he said.
The former first lady agreed to back Mr. Obama during a lengthy conference call with “impatient” House Democrats on Wednesday, the Associated Press reported. Obama aides said their team had no scheduled plans for the candidates to appear together.
Mr. Obama on Wednesday night attended a $2,300-per-person fundraiser on New York’s Park Avenue, which he called “our first post-nomination event” to applause and whistles. At the event, attended by “Sex and the City” star Sarah Jessica Parker among other celebrities, Mr. Obama repeated his recent praise of Mrs. Clinton, saying his daughters will grow up taking for granted that a woman can be president.

Home foreclosures, late payments set records in first quarter of 2008
WASHINGTON (AP) — Home foreclosures and late payments set records over the first three months of the year and are expected to keep rising, stark signs of the housing crisis’ mounting damage to homeowners and the economy.
The latest snapshot of the mortgage market showed that the proportion of mortgages that fell into foreclosure soared to 0.99 percent in the January-through-March period. That surpassed the previous high of 0.83 percent over the last three months in 2007.
The report by the Mortgage Bankers Association also found that more homeowners slipped behind on their monthly payments.
The delinquency rate jumped to 6.35 percent in the first quarter, compared with 5.82 percent for the three months earlier. Payments are considered delinquent if they are 30 or more days past due.
Both the rate of new foreclosures and late payments were the highest on record going back to 1979.
Jay Brinkmann, the association’s vice president of research and economics, told The Associated Press that the slump in house prices was the biggest factor for rising foreclosures and late payments.
With prices expected to keep dropping, foreclosures and late payments “are going to continue to go up” in the months ahead, he said.

Air Force officials ousted over nuclear gaffes
WASHINGTON (CNN) — The top military and civilian leaders of the U.S. Air Force were forced out Thursday over the handling of nuclear weapons, the Defense Department secretary said.
Chief of Staff Gen. T. Michael Moseley and Secretary Michael W. Wynne resigned over the department’s concern over two incidents, including the August flight of a B-52 bomber that flew across the country with nuclear weapons.
“Focus of the Air Force leadership has drifted” in terms of handling nuclear weapons and equipment, Defense Secretary Robert Gates said.
In August, a B-52 bomber flew from North Dakota to Louisiana with the crew unaware that six nuclear-tipped missiles were on board. Four officers were relieved of duty afterward, including three colonels.
Gates also cited this year’s discovery that components designed to arm and fuse nuclear warheads were accidentally shipped to Taiwan in 2006. Video Watch Gates talk about the firings »
Critics also cite last month’s news that the Air Force’s 5th Bomb Wing failed a defense “nuclear surety” inspection — despite having months to prepare and being under close scrutiny after the previous incidents. The inspection found deficiencies in the wing’s ability to protect its part of the nation’s nuclear stockpile.
The resignations come after a report on a Navy admiral’s investigation that criticized the Air Force’s reactions to the incidents.
